Smart City - minutes of meeting held on 23rd June 2011

Here is the minutes of the meeting held between Kerala state ministers, government officials and TECOM representatives regarding the Kochi Smartcity project. This was obtained from IT Mission website of Kerala Government.

Minutes of the meeting held at 10 a.m. on 23rd June, 2011 at the Chief Minister's Conference Hall, Secretariat, Thiruvananthapuram.

Hon'ble Chief Minister welcomed the delegation and thanked them for visiting Kerala at very short notice. He also stated that the Government and people of Kerala were very happy that the Smart City was finally moving forward. He also mentioned that there had been delay in the Project and that it was not due to the fault of the TECOM. Changes in the agreement have not contributed much to the faster development of the project. He also stated that though he had reservations about the agreement already signed and in view of the likelihood of further delay in the project, he was not pressing for further changes.

Government of Kerala is in favor of proceeding with the agreement already signed without wasting any more time. The Chief Minister also thanked Mr. Yousnf Ali for his mediation.

Hon'ble Minister (Ind., IT &UA) also thanked the delegation and stated that we had lost time due to very small differences and these things should not stand in the way in moving ahead with the project. Minister added that Kerala is very keen to attract investments to the State. As the project is very crucial for both the countries, we should move forward as fast as we can.

Dr. Abdul Latif Al Mulla thanked Chief Minister and people of Kerala for the opportunity and re-iterated their commitment to start the project immediately. He stated that there were many opportunities for UAE the world over but they were very keen to make this as the best model for international co-operation.

Dr.Baju George requested for additional allotment of 4 more acres of land. He stated that Tecom would further enhance the scope for economic and business prospects and employment opportunities in the park. He also requested to notify the area under the Industrial Township Act.

After detailed discussions, the following decisions were made:

1. TECOM will start site offiee before August 2011. They will proceed with the master plan and start the construction of the first building of about 3.5 lakhs sq. ft before October 31st 2011. This will be a landmark platinum rated green building. Foundation of the building will be laid before October 31st, 2011 and it will be completed before October 31st, 2012.

2. It was agreed that the additional 4 acres of land will be allotted by KINFRA as per their allotment rules. This will be part of 167 acres already agreed to be handed over for the future expansion of the project in the frame work agreement of 2007.

3. It was emphasized that the conditions of creation 90,000 jobs and construction of a minimum of 8.8 million sq.ft. built up area remain unchanged. However, TECOM will strive to further increase the economic activity and employment opportunities in the project.

4. It was agreed that the agreement signed by both the parties on 23.02.2011 implemented in letter and spirit by both the sides. It was also clarified that the State will also follow the norms and guidelines of Government of India, as far as SEZ is concerned.

5. Both the parties agreed to move forward with the Project in the spirit of total co-operation and in a time bound manner.
